Sustainable Development of Energy Sector in Delhi: Explores WEC-IMC Study

Question: What are the overall recommendations of the study?

Answer: Following are the overall recommendations of the study:  
  • Integrated Energy Policy and Plan for Sustainable Energy Security should be developed taking into account financial, technical and managerial inputs available to developers.
  • Climate Change Mitigation and Adaptation Plan should be reshaped to enhance targets for energy efficiency, renewable energy use and mandatory implementation of various building codes to promote energy efficiency. Incentives need be given in terms of tax credit for the tax payers and attractive package for non-tax payers
  • Transport needs should be assessed in terms of Delhi and the satellite towns, with emphasis on inter-city and intra-city public transport. Integrated Transport and Traffic Policy should be developed that should guide transport hardware and rail & road infrastructure. The Policy should focus on public transport and provide incentives for people to move from personal vehicles to public transport
  • A Multi Modal Transport Authority, like in London, to ensure unified fare and inter-change amongst different modes of public transport.
  • Streetscaping, signages and traffic signals installation may be kept in abeyance and a deeper study be carried out for effective combination of streetscaping, cycle-tracks and walk-ways. This should be specially promoted as this will be the mode of transport for lakhs of additional immigrants and also for those who will move over to public transport. On an average, the last mile has to be covered on foot even for the metro. This will be eco-friendly also.
  • An awareness programme for attracting people to public transport should be launched by involving students and residents.
  • Energy Service Companies should be promoted in larger number by creating attractive market instruments and tax credits.
  • Public Private Partnership should be promoted by utilizing the present positive environment for infrastructure development. Economic, social and environmental advantages will have to be fully reflected and commercial financing institutions have to be involved.
  • A policy for development of technicians and technical & managerial persons has to developed. This may be carried out through government controlled institutions or present academic and professional institutions.
  • Energy Security of the poor will have to be ensured in low cost housing as well as the slums. A package of pricing and subsidy will have to be evolved.

About Mr. Pradeep Chaturvedi:

Mr. Pradeep Chaturvedi is a Mechanical Engineer and an internationally known Energy and Environment Expert. He is a Fellow of the Institution of Engineers (I); Institution of Plant Engineers, Institute of Directors; International Council of Consultants and All India Management Association.
 
Mr. Chaturvedi has been involved with action oriented projects on energy and environment policy & planning (especially climate change) for over three decades in India and other Asian & Pacific countries, all under United Nations Programme. Some of these projects are first-time initiatives.
Mr. Chaturvedi has been involved with the Studies Programme of the World Energy Council since early 1980s, and has provided inputs for a number of WEC Studies. He was involved in drafting India’s Energy Conservation Act 2001 and Electricity Act 2003. He was a member of the Expert Group on India’s Integrated Energy Policy released in December 2008, and was involved in the Power Sector Reforms Programme.

Mr. Chaturvedi is Chairman, Indian Association for the Advancement of Science; President, Bio Energy Society of India; and Vice Chairman, World Environment Foundation. He is Vice Chairman, Energy Committee and Vice Chairman, Committee on Technology of the World Federation of Engineering Organisations. He also Chairs the Assessment Committee of the National and International Golden Peacock Awards.

He has authored 8 and edited 30 books on Energy and Environment Management. He is the recipient of World Food Day Award of UN-FAO in 1992; Energy Pioneer Award of the World Renewable Energy Council in 2000; Commendation of the World Federation of Engineering Organizations in 2007; Eminent Engineer Award of the Institution of Engineers (India)-DSC in 2007; and Rajiv Gandhi Shiromani Award of India International Friendship Society in 2007.
