Sustainable Development of Energy Sector in Delhi Beyond 2010

Energy Efficiency: Number of energy efficiency initiatives have been launched in Delhi. These include, Bachat Lamp Yojana (BLY), Labelling Programme, Star Rating of Buildings (GRIHA), Commonwealth Games Delhi 2010, Green Buildings, and Energy Audit of Buildings.

Environment: Delhi is one of the Greenest Capital Cities in the world. Delhi is also one of the first cities to have its own Climate Change Agenda and Action Plan. This document stresses on the need of “putting in place small efforts which are encapsulated in a framework which makes possible for each Delhiite to become a part of the process of change which is globally acceptable for the future generations”.

Conclusions and Recommendations

Delhi has to face formidable challenge of containing rising energy demands but option of different solutions, technology and funding available to the city gives hope of sustainable development of the city.

Conclusions

The conclusions and recommendations for sustainable growth of Energy Sector in Delhi have been drawn from the following findings:
  1. Vision of Delhi’s Development: Vision 2021 is to make Delhi a global metropolis and a world-class city, where all people will be engaged in productive work with a better quality of life, living in a sustainable environment.
  2. Urban Planning: The Master Plan envisages critical reform in the land use policy and the public-private partnership to play important role in future development.
  3. Growth Profile: Delhi is a city of 17 million inhabitants and will grow to 23 million in the year 2021. The future growth in Delhi will be mainly on trade and services sectors, with few IT industries. A large part of migratory population will end up creating more slums and JJ (Jhuggi/Jhophri) clusters. Providing services for such persons will be a big challenge.
  4. Meeting Energy Supply Needs and Policy & Integrated Planning: Delhi needs integrated planning for energy supply; energy management and energy consumption patterns. This means supply of all forms of energy – coal, oil, gas, firewood, LPG – must be planned in an integrated manner.
  5. Energy Efficiency and Renewable Energy Programmes: Delhi electricity demand has been growing at 8% every year for which supplies are being arranged. Energy Efficiency Mission and Solar Mission can bring down this increase to about 5%.
  6. Transport Sector: Being surrounded with satellite industrial townships, the city remains a place for attraction for two-way daily movement of masses that causes challenge of traffic on highways and arterial roads. Traffic management and regulation will form an important part of transport sector. Long term planning of surface trains, metro trains, city buses and taxies, and other public transport has to evolve in an integrated manner for inter-city transport to satellite towns around Delhi and inter-city transport in Delhi. An integrated Transport and Traffic Policy will have to evolve.
  7. Construction Sector: Construction sector will need long-term policy planning for energy efficient buildings and construction – including commercial buildings, residential buildings, public buildings and all public works of roads and flyovers, etc.
  8. Climate Change and Mitigation Plan: Delhi has to face formidable challenge of containing rising energy demands but the options, technology and funding available to the city gives hope of sustainable development of the city. Waste-to-Energy projects are integral part of environment management.
  9. Technology Intervention in Energy Sector: Latest energy sector technologies will have to be adapted, even if these cost more.
  10. Education and Awareness: Education programmes in energy and environment fields are still catching up. Effort of Delhi Government to introduce Regular Full-Time Post Graduate Courses and Short Term Professional Courses on Energy Sector Development will create sufficient manpower in the energy sector.
Recommendations

Following recommendations have emerged from the Study:
  • Integrated Energy Policy and Plan for Sustainable Energy Security should be developed taking into account financial, technical and managerial inputs available to developers.
  • Climate Change Mitigation and Adaptation Plan should be reshaped to enhance targets for energy efficiency and renewable energy use.
  • Integrated Transport and Traffic Policy should be developed to focus on public transport and provide incentives for people to move from personal vehicles to public transport.
  • A Multi Modal Transport Authority for Delhi should be set up, like in London, to ensure unified fare and inter-change amongst different modes of public transport.
  • An awareness programme for attracting people to public transport should be launched by involving students and residents.
  • Energy Services Companies should be promoted in larger number by creating attracive market instruments and tax credits.
  • Public Private Partnership should be promoted by utilizing the present positive environment for infrastructure development.
  • A policy for development of technical and managerial manpower has to be developed.
  • Energy Security of the poor will have to be ensured in low cost housing as well as the slums. A package of pricing and subsidy will have to be evolved.
